dc.description.abstractEl presente artículo desarrolla una discusión conceptual y jurídica de la autonomía universitaria y su aplicación en Chile a través de la distincióny análisis de tres periodos de reforma en materia de educación superior desde el 1981 a 2020. La contribución central de este estudio es incluir en su análisis una nueva etapa de reforma (Ley N° 21.091) que cambia profundamente tanto la normativa como las instituciones que rigen a los centros de educación superior y, hasta el momento, no ha sido explorado por parte de la literatura especializada. Se concluye señalando que aun cuando se han generado trans-formaciones significativas en el funcionamiento del sistema de educación su-perior, es posible identificar elementos comunes que han persistido como eje orientador. El texto pertenece a los estudios sobre derecho y ciencia política y metodológicamente utiliza la revisión bibliográfica y normativa para analizar las trayectorias ya mencionadas y su impacto en la institucionalidad y devenir nacional. Finalmente, el texto presenta claves históricas en un momento de discusión nacional e identifica nudos críticos a profundizar en investigaciones futuras.
dc.description.abstractThis article provides a conceptual and legal analysis of university autonomy as applied in Chile through the identification and analysis of three periods of higher education reform from 1981 to 2020. The main contribu-tion of this study is the thorough analysis of a recent reform (Law No. 21.091) that profoundly changes both the regulations and the institutions that control hig¬her education establishments. So far, this reform has not been studied in the specialized literature. We conclude by pointing out that even when signifi-cant transformations have occurred in the higher education system, it is pos-sible to identify common elements that have persisted as driving forces. The pre¬sent analysis belongs to the field of studies on law and political science and methodologically employs a bibliographical and normative review to analyze these trends and their impact on the national institutional fra¬mework and its evolution. Lastly, the article provides important historical cues at a time of on-going national discussion, and highlights critical points to be further explored in forthcoming research.
